The Earth Alliance is the government of not only Earth, but also a number of colony worlds, most importantly Mars, Io, Proxima 7 and Orion 3. Capital is Geneva. The Alliance is a federation of supranational consortia, which have considerable local autonomy. The offworld colonies are by contrast governed directly from Earth, a cause for resentment. Mars in particular has a widespread and often violent independence movement. In the series the Alliance's disposition toward centralization and nationalism comes to a head when an authoritarian president takes power and gradually implements a police state, with a strong Orwellian subtext. I seem to recall a scene in which a political officer visits the protagonist, the military governor of an outlying outpost, and berates him for having the Alliance seal and flag displayed insufficiently prominently in his office. (They're in a corner or something.)

It gives a sense of scale, but it also has the seal in a darker-shaded circle,
while I seem to recall the seal being directly on the background. The shade of
dark slate blue is from memory and may be off — it's been six or seven
years.
